Scope and Contents

The bulk of these files date from 1995-1996 and consist of materials Parker gathered together in 1995 when he was asked to present evidence before the Commission of Inquiry Into the Alleged Smuggling of and Illegal Trade in Ivory and Rhinoceros Horn in South Africa. The materials cover the ivory and horn trade, poaching, corruption, the World Wildlife Fund (WWF), and Operation Lock, a covert operation conducted in South Africa by a private military firm, KAS Enterprises. There is a great deal of correspondence dated 1975-1996 with Stephen Ellis, historian and director of the African Studies Centre in the Netherlands, and with Kathi Austin, expert on weapons trafficking and smuggling in Africa. Also included is the final report in 1996 by the chair of the commission.
