The Task Force on Goals at the University of Florida was created by President Robert Q. Marston and Executive Vice-President Harold P. Hanson in October 1974. The Task Force was chaired by Dr. Art Lewis, Curriculum and Instruction. The Task Force was responsible for developing and implementing procedures by which the University of Florida could identify its major goals and make some choices about those goals. The Task Force submitted its final report to President Marston in June 1975.

The Task Force developed 12 statements of goals. They are, in brief: Breadth and Depth of Academic Programs; Programs of Outstanding Quality; Relative Emphasis among Levels of Instruction; Role of the University of Florida; Teaching/Learning; Admissions; Accountability; Funding Formulae; Funding for Areas of Special Academic Distinction; Institutional Autonomy to Set Standards; Decentralization; Communication.
