Biographical/Historical Note
The Florida Legislative Council was founded in 1922 by Mrs. J.B. O'Hara, and Mrs. W.S. Jennings (May Mann Jennings) in order to "originate and promote improved legislation." Membership was restricted to white men and women from other state or national organizations. In 1923 the group supported varied legislation including an act for the reading of the Bible in public schools, an act for the repression of prostitution, an act creating a Children's Code Commission, and an act for the state wide compulsory dipping of cattle to prevent the cattle tick.
